When you look on your skills, there are no bars for mental state, it says 'normal' is it good to have no bars, or is it better to get all the bars full, like the other skills?

The more you kill other players the more the bar will fill up. Eventually it will make your icon on the minimap red and people will get rp for killing you. So in other words, no you don't want to fill up the bar like the other skills.
