I'm looking to make a new character and have fun playing with it. I'm not looking to play pvp with it, I'm looking to do raids and all that. So could you guys give me some ideas on what to do

Oh my god yes.
I've had my 568 Ele Shaman for months and I absolutely love it. The PvE power is amazing and the totems are OP. Also, the fact they have healing totems/spells makes raiding a lot more fun as you can play offensive then you can heal if the raid gets too low so you're always doing something.
The rotation on the Ele Shaman is so simple. It's basically buttons 1 - 4. Not including totems.
But overall, yes, make one.

something to add on is for elemental leveling it can be a real drag at first , but apparantly ehancement and resto are nice ones for leveing (especailly ehance) and then switching to ele at either top level or higher up

I loved leveling my Elemental Shaman to be quite honest, in my opinion it's worth it. However that's my opinion and it doesn't take into account for your opinion on the class! It depends completely on your play-style honestly.
If you have chosen to try out Elemental Shaman and you enjoy it then have fun!
