DrJoker wrote So I have this local computer store here are the specs.
Windows 8.1
600w evga psu
Mobo gigbyte ga z87
I7 4770k
8gb ram
Video card zotac gefoce gtx 780 zt7025..
60gb ssd
Tosh 1tb 7200 rpm
Is this okay ? Will it run watch dogs ultra ?

And question a lcd tv or monitor cause I can get 42" monitor for like 400$ and 27 inch 220$
That will definitely run Watch Dogs on ultra. You will be getting probably 80+ fps max? Maybe? I dunno. Have fun! That is a great build, designed for OCing. How much was it?

It will run Watch Dogs on Ultra, well that's according to IGN's suggested specs.

As for Monitor it's really up to you, there are so many and it depends on how you want to use it. Also depends how much you want to pay.

Well in my preference, I go smaller with more pixels but that's because I sit up close. I would say go bigger if you sit pretty far back because the pixels are more spread out I believe, don't quote me on that though I'm pretty new to this as well

On its own, easily.
Recording however is demanding while playing a game. For example, I can run Metro Last Light on ultra at a good 70FPS, when I start to record it dips to 40FPS. You should still be able to play and record on ultra but you won't get as good of a framerate while recording.
