Nooo. Thats only 1.5 ghz. For gaming you want 3ghz+

Not really
Its not just about the speeds. For example, i could run 1 core at 5Ghz. What good would that do?
Its a mixture of Speed, cores and architecture.

Yeah, the most common misconception of processors is that the speed matters. It sure has an impact, but the TDP, and architecture is what really matters - cores too.

Well yes I understand that, BUT a proccessor with a speed of 1.5 ghz, probably isnt suited. i7's come with clocks as low as 2.4 ghz I beleive, HOWEVER you would want to overclock that to higher. My guess is he is running a store bought pc with an APU, just I guess.

Depends on how many cores it has really, although you should get a higher CPU!

TDP has nothing to do with performance. TDP is the amount of heat created by a computer component.

Also depends on what CPU it is, for example a standard i5 4670 clocked at 3.4GHz will easily beat my 4.5GHz FX-6300. Some CPU's have more performance per core which allows them to run at a lower clock, some have a higher clock to compensate for less performance per core.

Look for the Cores, Clock Speed and Threads.
Some may be dual core but have four threads to make it have logically 4 cores. But as Terrabytez said, it does also depend on the processor type.

Correct. Are you telling me the heat generated by a component has no effect on its performance?
