It is your KV, you need to plug in a usb with updflash.bin on it of your old Dump and boot Xell

-Find your most recent Working Flashdmp.bin
-Copy it to your desktop
-Rename it Updflash.bin
-Put onto the root of your USB
-Boot into Xell
If done correctly, You will be able to boot up with no issues.

Glad I could help.
Seems to me that alot of people have been having this issue with the Local files.
Personally I would just dish out the extra $10-$20 to avoid all of these issues in the first place.
