What other mod tools are there?

I know of Horizon and Modio and used them to mod a couple game saves and just wondering if anybody else knows if there are any other programs for modding different games on there.

you need to be looking for RTE (real time editing) tools bro..
thats how most mods are done on cod/gta now!
