No. It's a server sided game. Any changes you make locally will be undone once it's connected to the server.

Yup server game cant.
You can Change the value of the stuff for like 2seconds
And if you update the game by buying stuff it will telk you to start the game. And it will not have wgat you changed

You can not hack an online serve based game such as Clash of Clans... Any changes made will be undone once you connect to the servers again.

I have not seen one recently but there is really no point because as soon as you reconnect to the the online server you will be reverted back to before you modded the game.
