Correct. Are you telling me the heat generated by a component has no effect on its performance?
I'd think again.
I notice no performance difference when my CPU is at 10C compared to 55C.

Heat has an indirect effect on performance because conductivity is better at lower temperatures. Software can throttle performance to decrease temperature and if temp gets high enough, the processor shuts down to prevent damage.
TDP has more to do with motherboard compatibility than anything else.
