I'm really interested in learning to make tools for cod etc.
But have no knowledge of how to do it..
I know that this isn't something that can be picked up in a few weeks..
So was wondering where should a complete noob start off?
Any info is MUCH appreciated!

Start by learning C# programming language and looking at other people's source to learn how to understand what the code is doing and how you can do it yourself.

Do bypasses use C# as well? Also, where can I find some examples of some tools source code

Think I might be a bit more of a noob then you think though! Haha
So u think I should google c# programming language and just keep reading?
Or would I be better off looking at other people's source from a bunch of different tools? Or both?

Make tools? **** being original! Just copy and paste like everyone else does, a new tool every other day, just change the look of the UI and slap a price tag on the bitch and roll in the big money.

Echo pretty much said it, tool makers usually use Visual Basics to compile their code. So you might want to look into that and you can message me for a key for it.

Never seen an XRPC tool coded in Visual Basic. The only language I've seen used is C#.

There are a few in VB. Not nearly as much as C#.
