Xell should boot up when you power on your console using the eject button.
Take a look at my Tutorial. It answers most of the questions you're asking.

No it should boot in the same amount of time as it did before..but booting xell slow isn't a big problem unless it just doesn't boot period!

Has it just stopped loading over night or have you added anything new/changed anything since it last worked? for example as stated above have you recently tried updating the dash version, tried connecting your console to neighborhood, adding new plugins or installing dashlaunch?
Do you also have a copy of your nand, when you purchased the console did you also get a disk?

On that disc, you should have your original Nand file named flashdmp.bin
- Copy this file to your desktop
- Rename it Updflash.bin
- Put onto the root of your USB
- Plug USB into JTAG/RGH with the console off.
- Press the Eject button on your JTAG/RGH to power on.
- Xell will boot up and within a few seconds you should see "rawflash v4 started"
- Wait until you see "Image written, shut down now!", then shut down the console using the power button on your JTAG/RGH.
- Remove the power brick for 30 seconds after shutting down your console.
- This will power cycle your console

Do you know if it contains a previous dashboard version? if it does you can just put the disk in and boot into xell and it will flash the nand to your console which should allow you to boot the console up, if so you can then try and update your console.
But before you do any of that would you mind answering the question in my first reply, have you recently changed anything? as this may be a simple fix.
