Get all the ATM hacking upgrades then go to the boardwalk in the top right corner of the map. There are many rich bank accounts there and with the upgrades you'll get at least 10k - 15k every time.

Upgrade your ATM hack boost in the hacking section of the skill tree. Most people will always give you at least 8k-10k.
