I would suggest calling your carrier. Best and safest way because you won't need to give away your IMEI # to a random.

I was former AT&T customer now im with someone else but the phone is locked to at&t so do i just call them or can i not do that?

You will need to contact AT&T and have it unlocked.

Call your cell phone company. That's the only way when using Ios 7
