Budget & Currency: 5000 USD
Peripherals & Monitor: I need a mouse and keyboard. I have a monitor
Games: This build is 100% Gaming. All games.
Software: Sony Vegas, Photoshop. I DO OWN WINDOWS 7
Aesthetics: Color-coordinate is preferred. And a case from the Corsair Obsidian Series.
Rebates/Promos: I have no preference
Details: Water cooling would be preferable. This is not my first build. I just happen to be very crappy when it comes to picking parts.
When: Money Ready. Ready to order as soon as I get a list of the components.

Terrabytez wrote No need to spend anywhere near this, but this won't need upgrading for a long time.Wow, $1500 for a graphics card is insane. I spent less than $500 for my GTX 770, probably won't upgrade in the next few years though it will not be the newest for a long time, but the card satisfies any game I play. Some computer builders, in my opinion, will just go overboard in cost to get some current top of line product that won't be the best for long.

The card I chose is a BEAST. it will handle anything he throws at it in 4K for a good few years.
I only chose it because if he has 5K, he may as well get the best of the best, hence the socket 2011.

Good build but I'd suggest a 4930k over the 4960x as the performance increase is tiny for the massive premium cost.
Apart from that not bad.

Thanks Alexxy, so now I know that the 4960X isn't worth the premium. Thanks.
But I wish I had the money...
