Hello, I just got my repaired iPhone back from apple and noticed that they had updated to 7.1.1. Is there any way I could downgrade back to 7.0.x so I can re-jailbreak my device? (iPhone 5)

That sucks, but there is no way of downgrading unless you have SHSH blobs of iOS 7.0.X.

I do, I used tinyumbrella but how would I do it?

Well I haven't done it myself before as I never had to but on TinyUmbrella is states to start TSS server to restore your device using saved SHSH. Start it up and go from there, you couldn't do any harm as you can always restore the device and try again.
