I know that before xlse came out you couldnt extract kvs from rrod xboxs because you needed the cpu key to flash it but now that xlse is around i was wondering if you could just use a nand x to extract the kv and put the kv.bin on the root of your hdd, anybody know if its possible

You can read the nand image, but in order to decrypt the nand and actually get the KV you need the CPU key that goes along with it. The console has to boot Xell at least once in order to get the CPU key.
So no, there is no way to extract the KV from an RROD box.
If you can get the console booting (even temporarily) you could RGH it to get the CPU key and that would work - but at that point you've "fixed" the RROD at least temporarily you might as well use the console.

This is a good point - if you are getting a very specific type of RROD "E74" which is a failure of the edram on the GPU you will still mostly likely be able to boot Xell and get the CPU key.
So that is one case where you could extract the KV from a "RROD" box though as far as I know it is exclusively limited to EDRAM E74 issues.
