a 2GB GTX 770 is more than enough for modern games at 1080P

The SLI configuration with the 760's will have higher overall performance, but will also have double the power consumption and will generate twice the heat. Unless your confident with your current cooling setup, I'd go with the 770. If you play games with a lot of mods, for example Skyrim with 50+ mods running, having a good amount of graphics memory is a must. What is your budget? For the price of to 760's you may be able to pick up a 780.

As terrabytez said one GTX 770 can handle most games at 1080p

I am going to add this, the 4GB card could be slower than the 2GB card, especially if all the VRAM isn't used because it will have to sort double the memory.
As for SLI, it can throw driver issues at you.

If your only going to get a single card at first go with the 770. If your going to get 2 in a relatively close period of time (not years) then get the 760.
