Cant decide as I need a new PC but really want a PS4 as well.

It all depends on what you like. If you like PC more than PS4 than get a PC.

I'm going to be straight with you.
If you're a COD player, the game is dead for PC.
COD's die extremely quickly for PC every year.
It's annoying.

not completely true. He can buy separate parts and put together a pc, however that might be something new for him. I honestly would get the PS4 because any main computer company (dell,HP, etc. etc.) will only sell you a piece of junk for 400$.
Also on a PS4 you won't need to worry whether or not you can run a game or not.

No, it will still be able to run current gen games fine. Also he can upgrade it in the future. But it will only be worth it if he builds one. And if he need a Keyboard, mouse, monitor, OS, then he wont be getting a good PC at all. So I'd say go with the PS4.
