Not sure if anything like that exist or not. Your best bet is to look online for something that you put on your PC that will do the job for you. There are programs you could use to find their ip address and stuff but I'm not sure if it would work to check if they are using mods.
Or another thing you could do is go the computer programming forum and offer money for someone to make a program that will do what you want.. If you have no luck there then try offering money on Hack forums . net
But for someone to make a program to do all of that, it could cost a lot of money.

Why exactly would you want to do this?

Don't think there is anything like this around. And it's pretty clear if there are modders in your game most of the time.
