The Online Water goes on for quite a while and there is a lot of deep water so it would be fine.

And another thing I tested some of the theories and the water is extremely deep in the half way mark in the ocean where the blue ends on the map

The submarine is a bit too much but they should add a wingsuit IMO

I Think the Submarine Wouldent be too much because its military based and its still W.I.P (Work in progress)I Still need ideas until sending it to rockstar.Remember its only an idea

To add to this military update, they should have the actual military base enter able while wearing any of the military uniforms you mentioned without being blown to pieces every second. Also, the Submarine is a great idea, just not the huge one in the pics. They could still make a sixteen seater submarine, but the size of a bus which would be way more applicable to the game. They could also have a submarine dock that goes under the military base.
