Norway, one of the richest countries in the world, plans to introduce a ban on begging. More than 60 percent of the population say it should be considered a crime. Beggars would face fines and up to 3 months in prison.

If adopted, the new law will allow local municipalities to introduce an immediate ban on begging and will take effect nationally by summer 2015, the Financial Times (FT) reports.

The idea follows a poll showing that two-thirds of Norwegians equate begging to a crime as the majority of beggars are not Norwegians. According to a government-commissioned report from the Nova research institute there are up to 1,000 foreign beggars among the country's 5 million population.

Opposition politicians argue the ban is shameful and unfairly targets the most vulnerable. They also object saying that the measures could spoil the international image of the country, especially following the debates, whether Norway should shelter Syrian refugees.

The [begging] ban is very bad and it sends out a very bad signal. It is not that all beggars are criminals or that the problem is so big. It is more like it seems to be a ban to help us to not meet them, the needy who are sitting on our streets, the FT quotes Kjell Ingolf Ropstad, justice spokesman for the Christian Democrats.

Seems pretty ridiculous to me, but at the same time it could end the small homeless problem they have there.

Killing off people by not feeding them. Because they have no money.

Make them Criminals for not having money.

This is absolutely ridiculous, Yeah you get beggars in most places but if they don't beg how do they live,eat & drink

Also beggars would continue to beg because they probably get a better life in jail?

In jail, they would get a bed,water,food,shelter,safety

More likely to beg and fill the prisons up, stupid idea

So, we're making criminals out of the poor for not having money and they can't support themselves?

They could put them in a Halfway House kinda program, feed them, help them get on their feet, let them sleep, and once they start making somewhat amount of money, let them off on their way. That could help, possibly.

That's kind of dumb because the people without food or money will be sent to jail for pretty much nothing.

*To all previous posters, Norway is different than the United States. They have less homeless people (1 per 2,500 residents or around this number) its something like 3.5 million people a year who experience homelessness in the United States. Norway is a wealthier country and they have more benefits for their citizens than the United States. They are also noted as one of the happiest countries on Earth. Therefore, this law is beyond acceptable for their country. Also, couldn't begging be considered "solicitation"? Begging isn't all harmless, many normal people beg on the streets, pretending; just to make a quick days cash. Its not making them criminals, its punishing them for a crime. If you commit a crime, you make yourself the criminal. One last thing, "MOST" beggers/homeless people have a criminal background.

you guys do realize most people that beg for money clothes and food are too lazy to get a job and support themselves. its there fault so I don't feel sorry for them. saying that. shouldn't result in any prison time

Perfect idea. I say the U.S should adopt this. Beggers cause so many issues. Can reduce the price of a certain area or building because people want them there, they trash places, they are just down right rude 99% of the time, and probably more than half of them are people too damn lazy to work. A+ Norway, for doing something the US is too scared to do.

I don't see how they're going to stop beggars.... They have no home. Their life is to beg to survive. They cant get a job because you need a home for them to contact etc. So they have nothing going for them. But if they get jail I bet 100% they would be happy. They stay warm and they get free meals.

The reason behind this is because in Sweden/Norway and maybe Finland(?) there are people that fakes being homeless/poor and basically earns money of it, i dont know if its like that in the rest of the world but i think thas why.
