Because that makes sense, make people pay fines, for begging for money.

Don't see this as a good idea. A lot of beggers would be better off in prison as it is. Water, food, shelter...

correct me if i am wrong, but isnt begging illegal here

in the us already? i believe it is classified as

solicitation of money. This is not that big of a deal,

for cops wont exactly be hunting down beggars and

begging will still continue i believe

I find this to be a very dumb idea the only way i would agree with this is if they start up homeless shelters with programs to help them get back on they're feet and get them a stable income and get a job to keep them off the streets.

In a way i think this is right, but in another way i think this is completely wrong, its a tricky situation for sure.

This won't change and may be a bit harder to enforce than people think. They'll just find other ways to get money..that people may not want.

That may be good, they get to go to jail (basically have a place to live if they're homeless)free food/shelter.
