Is there a way to update my device and rejailbreak without losing all my cydia tweaks. If there is i really would like to know.Any suggestions will help.

Not sure if it'll help, but you can login via facebook and it stores all your purchases/downloads so you can recover them when you login to cydia on another device

There's an app on the Cydia store where you can save all of your tweaks called pkgbackup. I've used it once a long time ago but never again because I only jailbreak for two tweaks so it's worthless to me but you should consider it. I think it may cost but if you don't have an money, you can try and get a cracked one.
