My sound keeps on changing levels, it will be at 100% then will drop to 50% then back to 100% and it will keeping doing that, I have tried to look for solutions but nothing helps. When I go into mixer the only applications which do this are Google chrome and steam but mumble doesn't.

Try uninstalling the sound card drivers and reinstall them.
And do you have the LATEST drivers?
What is your computer model?

I could try that, I have checked everywhere in device manager for driver updates and it says everything is up to date, so Im not sure what the issue is.
Its a custom build so there isn't a model number.

Usually, Device Manager says your driver software are up to date, when it is actually not.. Not always though.
I would go to your computers manufacturers website, and look in the downloads/support section, and it will give you the latest driver software there.

Well. I suggest you back up your important/wanted data and then reinstall Windows.
It could be a virus, so I would also run a virus scan.
