you answered youre own question there its 16MB so yes its a NOR console & yes you can use E3 to downgrade it

Well if you look at then very right u can see minimum firmware is 3.40.So yes u can.I have started downgrading ps3,couple tips,be sure to label every screw!!!Makes it easier.You probably wont get the e3 flasher screws for the cage,use the screws from the hdd,if your ps3 doesnt turn on,check the ribbon cables from the bd player.Take your time.MAKES SURE YOU VALIDATE YOUR DUMPS,if you dont do this you will brick your ps3.

make sure you dehash your console or you will brick when installing a firmware that doesn't have a bypass for downgraded consoles.
