It could be a number of things like...Incorrect Patch, or TU(Title update) or the wrong Defualt_mp.xex

If you just got a Jtag did you have it Pre-Loaded? Meaning did the person you bought it from has installed everything you need.

If thats not the case then the patch(Not sure if its the Patch or .DLL haven't kept up with the new menus nowadays) has the wrong Default_mp or if there are more patchs/Dlls in the MW2 folder. If you have 2 different menus it may get confused and cause a crash or no boot.

Or did you have to install MW2? Try deleting the MW2 folder and reinstalling it, it might have some files that got Ripped improperly. A clean Install will most likely fix things, all you have to do is copy the menus files into the new MW2 folder

Ya delete and re install the mw2 folder cause some files may not need to be there so downloading it again would like overwrite it again to get the right files!
