No, your device needs to be jailbroken which is pretty easy to do.

No, iAPFree/iAPCrazy/iAPCracker/LocaliAPStore are all cydia tweaks that require a jailbreak.
Does this game save locally to your device?

Yes it saves to the device, and i dont really want to jailbreak my iphone yet so if there are no cheats then ill just wait, thanks anyway

Where does it save, and to what file?
Try editing the file to change the values you want. If they're not stored in plaintext, try using a hex editor. I might be able to do this for you if you're unable to. but I will be busy this weekend as I'm heading out on a trip. So if you need me to, it will be a while.
