$500-$600 but ill go higher if I have to.
I'd definitely recommended a case, PSU and GPU upgrade then as you have more than enough for it. Your processor is not bad, however they often sell very well on eBay of you'd like to change that for something new too.

The R9 270 is a good card for the money and you can run it off any good quality 450w unit. If you are doing your processor, then you might aswell upgrade the motherboard too as there's not really a upgrade from your current processor on that platform.
Also depending which size of motherboard you have, will depend on which case you can buy, and therefore may persuade you to upgrade the platform anyway.

Alright thanks for the help, I didn't want to get the Gpu first and it not work good with what I have now, but now I'm just gonna get it, and then upgrade my cpu, motherboard, and case all at once

That'll be fine. The GPU will work with everything, just make sure to check the length that your case can accommodate then compare that to the card you want.

Well tbh if you just wanted to upgrade so you can game, then you could make do with the graphics card change and see how you like it with no issues. The power supply you current have will probably be alright.
