You have e74 RROD then. i'm nearly certain.

E74 is an error related to the EDRAM on the GPU - so it can boot a simple textual program like xell, but can't load a full dashboard or game.

if you want to be 1000% certain, download XMplayer (which loads through xell) and try to boot it.

If once Xell boots into Xmplayer it freezes and crashes then I am right and you have E74 RROD.

If it boots into XMplayer without a problem and it works then I'm wrong and it's something else.

I gave you the way to test it - go do it for yourself and see.

RGH consoles don't display error codes all the time like normal stock consoles, especially with this error.
