You could dupe it off of someone who has it. Don't think there is a way to get it besides that

I think it's actually blacklisted to anybody under 100, you know like the collector's edition vehicles are impossible for others to get. I may be wrong though but i heard that somewhere else.

The only possible way for you to get it is for you to dup it off a level 100.
