It looked alot like the 2nd one thats why im questioning whether it was the 3rd or not. But to answer your question, no nothing came up on the Jasper asking to install FSD

I doubt it is FSD2, I think they're both similar looking, the reason FSD3 may look different is because the default theme is very customizable

RealModScene is fine for downloading it, you proabably already have the right version. Check if it's FSD 3 in the settings tab and go all the way to the right. It should give you the info you need.

Okay, i downloaded it and when i open the .rar file theres another .rar file within it with about 67k bits of data. Should i extract them to a folder so theyre with the other stuff downloaded?

Nope, you only need to extract it once, the rest you put into your RGH.

Alright, ive done that. Now that its on my rgh what should i click? I pressed the Default.xex in the folder and f3 just pops up, no installing

You downloaded it in it's full form, so there's no need for an install. if it boots up directly into FSD, then you're good. Now do you want to figure the games situation out?
