Hi, I recently just downloaded a tweak but it wouldn't fully configure itself so I cleared Cydia. Now whenever I open it, it gives me a black screen that tells me to "manually run 'dpkg -- configure -a' to correct the problem. How would I do this, please and thanks.

I have no idea what you have done.
Your best bet is to maybe rejailbreak your device and start over.
If you don't want to do that then I will try to find a solution and will get back with you as soon as possilbe.
By the way, what do you mean you "cleared" Cydia?

You gotta use mobile terminal.
First login by typing in su
Then type the password (default password is alpine)
Then type dpkg-- configure - a
Hit enter
Then reboot
