yes you even build one for 250$ but get what you paid for so it wont play top notch on high settings

Aim for the top end of your budget OP. It'll help with buying parts which can be used if you ever want to upgrade in future. This build is overbudget, but MIR's will bring it into line, but its worth the performance you'd get from a system like this.
