Would a pc with these specs be able to handle just casual gaming e.g minecraft ?

Yes after looking at a couple of gameplay footage with that APU im pretty convinced that it will handle mostly all casual gaming.

Yeah that runs just fine. You have a pretty bad video card if you are running a desktop, but with a BM of around 670 you can run minecraft fine.
I'd say your PC capabilities would reach up to around Dota 2 (with minor lag)
