Have you taken a look around the PC Gaming forums at all?
Do not buy a pre-built PC, basically wasting a few hundred dollars.

I believe that TF2 isn't a very graphically demanding game, in comparison with other titles. Of course, it would run it on low settings and you'll probably get a fairly average FPS.
However, as mentioned previously, I would not buy that pre-built computer. One of the many benefits of building your own, is that you'll save money and get better performance - and it isn't that hard to do. Watch a few YouTube tutorials and you should be fine.
The PC you linked does not have a dedicated graphics card, so it's not really suitable for gaming unless you were to buy one and install it.
