Wait four letters but no legal action taken? I cant believe this is happening. Piracy isn't really enforced much around here either (USA) I got a letter a few years back for Torrenting a game for my RGH. Nothing has happened yet, so I think I'm in the good

So, it's not legal... but it's not a criminal offense?
Is there something I'm missing here?

They are doing this already, my ISP gives customers a warning 4 times and if you do it again after 4 times you will get prosecuted.
Looks like after 4 times you wont be getting prosecuted in 2015, I have been downloading plenty of pirated games and movies and not recieved 1 letter.
