I have ICENHANCER 3.0 Installed and EPM v1.5 along with a few other texture and car mods, if you'd like I can pm you some of them once I find them again.

That's not true. My old PC sucks and I was able to play GTA IV with ICEnhancer and a butt load of mods, including real life cars and a trainer. Although, of course, the better the PC, the better your experience will be. GTAGaming and GTAInside are both good places to get GTA mods for PC. To be fair, this makes me want to get back into GTA IV on PC.

You said that you wouldn't be able to run GTA IV on a PC with poor specs, but I used to it, so I was just stating that I've had experience running GTA IV on a horrific PC and it actually didn't play too badly. I played on high settings with anti-aliasing and a bunch of mods, my PC never lagged or froze, or anything really. My PC got loud and noisy but it wasn't unbearable. Of course, I'd obviously recommend having a good PC if you plan on playing GTA IV and adding mods etc.

A good pc makes it more fun :p
