I have lifetime in Xelive and I know that the XOSC Spoofing of XeLive is broken so I want to try the offlines files, Do I need to flash the kv? or the offlines files load the kv if is in the root of the HDD?

Yes, if you are using offline files you need to flash your KV to your nand.
