Why use an old CPU? Are you going ot be overclocking? You'll need a case for your PC. You don't have to pay for Windows, you can obtain it other ways. If you must pay for it, Win7 is less than half the price of Win8.1. What will you be using the PC for? If it's for gaming, no need for 16GB RAM, 8GB is sufficient. In fact, the only reason for 16GB RAM would be for heavy editing/rendering which would benefit from the extra RAM but then, you would benefit from an i7 instead of an i5.

Are you going to be overclocking? Are you willing to get your OS for free instead of paying for it?

If you're not overclocking, there is no need for an overclockable CPU. Since you're only gaming, an i7 would be a bad choice. The i5 performs better than an i7 in a lot of games. The only time the i7 beats the i5 is when the task utilizes hyperthreading. I'd help you with Windows if I could but I can't. Just Google it and you'll easily find how to get Windows for free.

Since you're not overclocking and you're looking at getting Windows for free, you can spend a bit less on CPU and a bit more on GPU. This is what I'd go with;

In fact, that's very similiar to my current build. It will do perfectly fine in gaming for you.
