Can you make your own on Photoshop and then use Horizon or something to make it your actual picture?

There used to be, awhile ago. Not too sure now. I doubt it.

It's possible to do that and also modify your crown gamer-score and other things like themes and etc. With doing this you do risk your account being banned even though it is very slim. Xbox terms and conditions state that you are not to modify Xbox with any third-party applications for any reasons. Horizon does just that.
