I don't think you're telling the truth.

Of course its a good build. But to take a Titan Black over a 780Ti for a gaming rig, you must have more money than sense.

What's your budget overall?

Dont get a Titan Black, its massively overpriced for the performance.
Just get a 780Ti or wait for the 800 series. You will not need 16GB of ram unless you are rendering alot or hosting servers.

Never choose a titan over the 780ti!
1. It under performs for the price your paying
2. The 780ti will rock out on all games
3. It's a money saver compared to the titan
4. Why pay that much when you can get a gtx 780ti + intel core i5 for under the price of a *stupid crappy graphics card named titan*

No,it's not. I'm assuming this is going to cost at least $2500? The Titan is a horrible choice for a GPU. We don't even know what you'll be using the PC for anyway but if it's solely for gaming, an i7 is a waste of money. An i5 would suffice for gaming. If you're editing/rendering, then an i7 is the way to go but an i7-4790(k) would be a wiser choice. Again, if this PC is solely for gaming, no need for 16GB RAM, 8GB will suffice for gaming. However, 16GB is beneficial for editing/rendering. A 1TB SSD is stupid. You should get a 1TB HDD and 256GB SSD, or something along those lines. If you're going to pay $1100 or so for a GPU, you might as well skimp a little on other parts, like mobo, CPU, RAM and case so that you could get an R9 295X2 instead since it's much better than the Titan. However, the R9 290X would suffice for most users.

So, in conclusion, no. It's a huge waste of money IMHO.
