It's because the launch.ini in your HDD is what's causing this. if you have a HDD transfer cable, delete it off your HDD.

With a HardDrive transfer cable.
USB launch.ini takes priority over HDD launch.ini, with that being said,
- put the launch.ini on the usb and put it on your jtag
-put the hdd on your jtag
- boot and delete the launch.ini that's on your hdd.

It's because the launch.ini in your HDD is what's causing this. if you have a HDD transfer cable, delete it off your HDD.
