Correct if I'm wrong but I called R* support and asked them what was taking so long to release the 1.16 update and Brian quincy said(that's the reason we are making hotfixes.we do not plan on releasing any other dlc until all hotfixes ate successfull ) I'm going to guess that when the dlc does come it is going to be some thing to do with very high priced items.call them yourself they will tell you the same thing they told me.
