To save some time, what have you tried so far? Have you Googled it?

I had this problem on windows 8 with San Andreas. I looked for hours to try and find a fix but couldn't find anything, however I did manage to get the mouse working by pressing CTRL + ESC when the game loads up and then going back on the game after it minimized. When going on to the pause menu that tends to stop the mouse working in game. I don't know if this will work for you like it did me. Hope this helps.
