Can you install the 1.15 vca mod menu on the npe version of Gta V because I got my gta v off of the psn store.

Download the Disc based version,it will work better.

justeve did help. Do what he said, get the disc version or disc files and install it via multiman. It's easier to install & use the mod menus that way.

The thing is I don't have the disc and I don't download things illegally, I was just asking if anyone knew the psn store way.

So you have a CFW, and you can get games, DLC, and all that for free and you pay for it all? wow You should of just bought the disc version then not the PSN store version. Just look up a YouTube tutorial. All modders here have the disc version so no one can tell you exactly how to do it on the digital one.
