If you have a Windows installation disk do a clean install. Format your HDD after booting from the disk. Start a fresh.

If you don't have one simply burn one.

I believe you can just boot into safe mode. That's what I've done in the past.

What OS do you have? Download a program called Produkey, it will scan you PC and give you your CD key for you operating system. Save this key!

Once you have found out your key for OS, download the ISO file for your OS. If you are running windows you can find the majority of ISO's on the Microsoft store website where you can download for free.

Once you have download the OS iso file you want to either burn this to a DVD as bootable or burn the iso file to a USB stick as bootable. This will make your PC run the disk on startup.

Once you have booted the disk from a restart of your PC you will have the option to reformat your HDD and and create a new partition on your HDD to install the OS on. This will now have a clean copy of your OS.

Also don't forget to download your PC's drivers before so you can install them once your have reinstalled your OS
