When i download a new theme in and activate it in winterboard, my twitter app icon doesnt change. If i look at screenshots of the theme it shows that the app is supported in the theme. Does anyone know how to fix this error?

Other than completely removing the theme through cydia, respringing and then trying to download it again there may not be much you can do, if the new image files aren't there you could check using ifile and find themes/(whatever theme you downloaded) and then look around to see which images are in there.

Sometimes it can be the device, the only thing i can suggest it try re-unstalling, re-spring, or you will have to find a new one if you still haven't found a solution.

Try the theme M'flat and circle 7, does it do it with them? if not then its just the theme you tried installing, not compatible or not all icons have been changed

The problem is in the recent updates to apps like Facebook and Twitter, the icon names have been changed icon-##.png to Icon-Production.png and the variations of dimensions.
Basically you want to change the icon image file from Icon-Production.png to Icon-Production @ 2x.png.
The @2x refers to retina displays, which iOS 7 uses for icon images.
So you can use either iFile if you have it, or SSH into your device and rename it that way.
This will be how it is for most icons but Twitter is weird. I'll show you how to do this for any icons that you know SHOULD be themed and are not.
Go into this directory in iFile, /Library/Themes/<Insert Theme Name>/Bundles/com.facebook.Facebook/[email protected].
The icon names are CASE SENSITIVE, so in the case of Facebook, the icon name has to be changed from Icon.png to Icon-Production.png or you will not get the icon to apply.
Now for Twitter you want to head into, /Library/Themes/<Insert Theme Name>/com.atebits.Tweetie2/ and add 'ProductionAppIcons' to each file in there.
Then untick the theme and re-tick it (assuming you're editing it for the theme you're currently using), then respring your device as per Winterboard's request to implement the theme.
I hope this all makes since, if you have anymore questions just ask me.

when you said add ProductionAppIcons to each file, am i just writing that at the end of each file?

You want it to look something like this 'ProductionAppIcons##x##.png' or 'ProductionAppIcons##x##@2x.png' for retina devices.
