Hey I was wondering can my laptop handle PS and/or C4D?
Here are my specs:
Also I have a Windows 8.1 Laptop (HP)

Handle yes, proficient no. You should have no problem with PS, but don't even try to render anything in C4D or it will take ages with integrated.

Honestly go hard and go with CS6, if you find it can not handle that then go CS4 [CS5 was poorly designed imo]
