I have the dlc loaded to a memory stick I just want to have it on another profile

You cant not do that, but you can license transfer the account onto your xbox.
so you will be able to use the downloaded content.

As far as i know, you can't at least with a couple of DLC that i know of. You would have to Licence Transfer if you plan on using it on another Console.

But if you are on the same console and have bought the DLC you will be able to use it with any profiles you have on that same console

If the other profile is already on your console you wouldn't have to license transfer. But if you have dlc from a different console trying to get it to your profile for free it won't work. You can not rehash dlc or resign. It will just say corrupted on ur console.
