No one can do cash lobbys as of the most recent update
Rapcat is the only person allowed to do recoveries
A lot of people can do Recoveries but are not allowed to do them via TTG as there is a chance you can get scammed

You're wrong anybody can do them but RAPCAT is the only person allowed too.

I worded my original post wrong
I know a lot of people can do Recoveries but if he gets scammed from a random user it's his own fault for not going with a trusted seller
I will amend my first post
