I cannot yet say exactly what this is for but let's just say I needed someone who could create graphics for the top of a snowboard. Can anyone hear do that? Or teach me how? Comment or kik me buckeye3343. Where can I learn to design these images. And what exactly are the laws about me using pictures from online in this design if I am going to sell it?

Gimp is a good program to use when starting out, and it's free. There are plenty of youtube tutorials on Gimp.
As to the images, you would need to ask the owner of the image if it is okay for you to sell your graphic after using his image.

Dont start with gimp, start with photoshop so you can get used to it, and become good, get a trial

I would say photoshop CS6 or any version, but you have to pay for it. You can download a trial of the program on adobe's website.

300 + GBP is a bit of a steep investment for someone just starting out
